They don't necessarily play by the rules, they hire who is best for the job, regardless of what that person has done before that might be... morally questionable. I mean, Lita is a murderer, Zane is an internet criminal, and I don't even want to know (except that I totally, totally do) what your Kunzite is going to be like when he appears.

Oh honey, I do think he's onto something there. The SA has a goal, and I don't think there are many things they won't do to achieve it.
